- User should have a read only view for shipments on web portal
- Shipper - not allow shipper to create any shipments (Read only account)
- Planner - not allow planner to set any approval status or take any action to any shipments (Read only account)

- Accessibility to shipment list on web portal should be based on:
- Shipper - multiple selection
- Delivery To Location - multiple selection
- EM (PO issued By) - multiple selection
To implement this follow the same concept as in Visibility Redesign. This would mean adding "Shipment Visibility Rules" panel to Shipper and Planner section.

For convenience we should be able to apply settings to a group of users at once. Use same concept as defined here: Visibility_Redesign#3_ways_to_define_Visibility_criteria_for_a_user

There are 3 ways to define Visibility criteria for a user.
* Through User Profile. Visibility criteria could be defined right in the individual user profile.
* For a group of users. Visibility Criteria could be defined for a group of users. First, group of users would be selected based on some set filters (user object attributes) and then Visibility Criteria could be applied to them.
* Through Visibility Templates a.k.a. Visibility Groups. Visibility Criteria could be saved as a Visibility Template so that later it could be used to apply to other users with the same visibility. Visibility Template should have Name defined by user and unique Id generated by System.
