Ops Pdfs is a:

Ops Pdfs is designated to be a separate CT2 module mostly because there is a large number of pdfs to be generated from the system. Therefore there is a large volume of work/specs.
More accurate name would be actually Ops Docs because some of the documents are to be generated are in xls form.
