We need to report all CTs that are:

(NOT "ON HOLD")	
and	(NOT "PENDING APPROVAL")	
and	(NOT DELIVERED)

Filters (BR)

Minimum: Same as in Trucking Optimization Report.

Maximum: all CT fields.
